Minnesota State Statutory Authority 

Minnesota Statutes 124D.52 (Adult Basic Education), 124D.53 (Adult Basic Education Aid), 24D.55 (GED Test Fees) and others govern the administration of Adult Basic Education programs in the state.

Minnesota ABE State Plan - The Workforce Investment Act of 1998 requires the development of a five year state plan.  Revisions to this plan are required for any year beyond the WIA Act reauthorization.  The original state plan, developed in 1998 and the most current revision follows:

Recent Policy Developments
Conditional Work Referral Policy (Oct. 6, 2011) There was only minor language changes, in referring to MFIP employment service providers, formerly listed as MFIP providing agencies.

Conditional Work Referral Policy (May 4, 2011) This is a new policy that details criteria and content for Conditional Work Referral Adults, which replaces the Transitions to Employment category.

Work-Focused Content Referral Form (May 4, 2011) This is a revised referral form to adhere to some of the new requirements for Conditional Work Referral Adults.

Eligible Content Policy (May 4, 2011) This policy was updated to eliminate the references to the Transitions to Employment category.

Distance Learning Policy (January 4, 2011)  This policy was reorganized and updated with a new Table 3 and contact information. 

ABE Consortium Membership and Operations Policy (December 7, 2010)  This policy was updated to include additional resources and contacts  for more information.

GED Testing Center Contact Hours Policy (October 1, 2010) Documents the policy and procedures in programs counting contact hours for ABE students taking the GED.

ABE Program Improvement Policy (September 1, 2010) Updates the policy procedures for low performing consortia.

ABE Program Improvement Policy (August 25, 2010) Updates the policy timeline for 2010-2011.

Citizenship Content Memo (July 8, 2010) Describes citizenship and how it fits in ABE.

Election and Caucus Day Policy Memo (June 7, 2010) Details how and if ABE programming can be held on election and caucus days.

ABE Policies Update:  (June 2, 2010) Announces policy feedback from managers, some policies that are being revised, and changes to the MN ABE web site.

Eligible Content Policy:  (May 28, 2010) The policy was listed previously with two names:  Eligible Curricula or Eligible Content Policy.  Now, it will only be referred to as the Eligible Content Policy.

Eligible Curricula Policy:  (April 8, 2010) The policy was recently revised to define who can refer Transitions to Employment students.  Check out page 2 of the policy, under "Eligibility and Referral Requirements," section b.
